Course of events
On October 28, 2025, the Polícia Militar of the state of Rio de Janeiro, together with the Polícia Civil, carried out an operation in the favelas Complexo do Alemão and Penha — directed against members of Comando Vermelho (CV). The objectives were arrests, the seizure of weapons, and the “containment” (contenção) of the cartel structures’ freedom of movement.
Casualty figures
The official toll: between 117 and 128 dead within 24 hours, including 4 police officers. This makes Operação Contenção the deadliest police operation in Brazil’s history — surpassing the Carandiru massacre (October 2, 1992, 111 dead) and Operação Jacarezinho (May 6, 2021, 28 dead).
Legal review
The General Public Prosecutor’s Office of Rio de Janeiro opened investigations immediately after the events. The Inter-American Commission on Human Rights (IACHR) has requested information. The STF is reviewing the applicability of the existing ADPF 635/2020 restrictions on police operations in favelas (rapporteur: Edson Fachin).
