Basis of the assessment: reports of the European Committee for the Prevention of Torture (CPT / Council of Europe), ECtHR pilot judgments on detention conditions (Art. 3 ECHR), the death-penalty status (Amnesty International) and the documented rule-of-law and human-rights situation. This is the firm’s own professional assessment (as of June 2026) for general orientation — it does not replace a legal assessment of the individual case. Very small states (e.g. Andorra, Liechtenstein, Malta, Monaco, San Marino, Singapore, Hong Kong) are not shown on the map — please see the list below.
